I thought the emperor was the lord of the empire and darth vader was just his flunky.

Shouldn't the capital be Corusunt City? That's the real capital of the Empire after all.
Yes, Palpitane was the leader. Vader was second in command.
Also, it's _way_ underpowered.

This faction is way underpowered.
first of all. switch planet to -1, and police to +2. Then get rid of the -1 commerce rate. Include a free falcility or something.

I'm going to disagree here, they're certinely not _way_ underpowered.
Remember, +50% PSI is huge stuff. Although it will only be +20 on offense (the planet hit) it will be like having the Neural Amp on defense.
+1 Police is also alot more powerful than most think. With it you can hit Police State and get that all-powerful +3 Police rating, which every faction besides the Spartans must wait until Thought Control/Ascetic Virtues to use.
I think you should lighten up the planet hit to -2 or so, but that's it or otherwise they'll be far too powerful.
