Here's a bit of history about the faction.
We live on a planet we call Home (in our language of course) yet from your transmitions back to here, you just call it X5gf2D-alpha. According to the maps you sent us, we're at the edge of your known territory.
Appr. 800 years ago our ancestors discovered electricity and industry, and ~100 years later the entire planet was covered with a thick pollution layer. We live on a planet which was mostly ice (of h2o, water)- that melted, flooding all of our cities killing most people and lifeforms. Stars became a distant dream- history, myth.
Since then we worked on trying to remove this pollution, and succeed- partially. After the industrial boom we had a lot of minerals left, and 47 years ago a young scientists named Tav remembered the stars- and we launched a single survialliance satellite, which was followed by two more and then this communication satellite.
We beg for your help. We need someone to help us remove the pollution layer left. We posses no spaceflight, and almost no weapons. Although our researchers are encouraged by the Republic to research for 500 years now, we never thought about the stars while our population died of odd diseases.
We're willing to offer ancient maps that are now part of our holy books that maps the stars on our distant sectors, and excess to most of the industrial ruins that are left, sunken in the ocean that we cannot access, in exchange for such technologies:

Advanced building techniques

I am sending the UPK Ambassador to your planet to start some diplomatic relations. It will also be transporting 10 Formers and 5 Sea Formers. These should be able to get rid of the rest of the pollution.

Agreed! We wait your formers, although normal formers won't be of any use- as I mentioned, our entire planet is now an ocean. We live on platforms which are, of course, unpolluted as they were built after the industrial boom.

The first 5 formers have arrived at our planet and are starting to remove pollution around our capitol. Our citizens are thrilled to see the skies and the stars! We also started building our first colony pod, and already launched our first spaceship to investigate the area and find a suitable planet for our settlement.
We also want to join the AoP- what the requirments we need to fulfill?
