Every Base Gets a Psi Gate.

Cant use Green Economics.

Overpowered. The psi gate thing means I could do this:
Send a colony pod w/transport into enemy territory.
Build a base.
Teleport tons of units and PBs there.

I think they are probably underpowered now, but the psi gate was too much. That -2 growth is a real negative, because it makes early population booms impossible-- even with democracy and planned and creches, you only have a +4 growth, and with that extra drone/ 4 citizens, you'll never get a golden age for the additional +2 growth it gives.

That extra drone/4 citizens is a huge negative in itself, and the +1 planet without being able to use green ecomonics is pretty much worthless. I would definitely get rid of the -2 growth, or give them some other facility as a bonus. The only real positive for this faction is the ability to use wealth and get the bonuses without the morale hit (same for eudaimonia, but that comes so late anyway), so you'll have excellent industry and little else.

They need a boost.

Well, -1 growth doesn't help any, so don't bother with that. I just think you're being too hard on yourself-- the UoP, the faction I consider to be the worst in the game, has as its only real penalty the extra drones. As a positive to counteract this, they get an insane research bonus-- those network nodes and +2 research are obviously a huge help, especially early on. So what I'm saying is that by choosing to limit your faction with this additional drone problem, you deserve a large bonus in some other area to counteract it. Psi Gates aren't reasonable, nor is any facility that gives you a big advantage that you normally wouldn't have until very late in the game. But they could have some other facility free, or some serious help elsewhere. Giving them a +2 green outright is nice, but still doesn't excite me because +3 is the magic number, and you can never get there. I'm not saying to give them a +3 green, because that isn't reasonable either. I'm not sure what exactly you should do with this faction-- it depends on your theme for the faction.

Scratch the drone thing as well. Or free Rec. Commons- I don't care which.
