I'm sorry, the Shakespeare's Faction wasn't all that imbalanced. But this one is just SCREAMING imbalance.All I have to do in this set up is kick into Democracy and I INSTANTLY go into Pop Boom. And I will still have +1 Support! Efficency, Shemficcency, In fourteen turns all my cities will be at max size. I won't need that many in such a short period oftime.
Furthermore, Democracy will negate the efficency hit. Which leaves me with these stats:
+6 Growth (Pop Boom)
+1 Support (2/3 units free, unsure)
0 Efficency (not a big deal early on)
-1 Industry (-10% industry)
Free Hab.
Who cares about double planet effects? There is only one SE choice that has a planet hit anyway.
So, cut down the growth and prevent them from using either Planned or Demo. Preferably Demo because it augments their strengths, negates one weakness and its only weakness is cushioned by the Mob's strength.
Then shave a little off the Support bonus.
If you want to keep the advantages, you're going to really have to ante-up the hits. Perhaps a double efficency hit instead of a double planet hit in SE choices. This will make using the very powerful (for them) Police State or Planned be a tough call to make.
