Official Decree from the Parliament of Worms:

All Human factions have been issued a statement of our military cutbacks. Our reserves however will not change one bit. We will still construct and research new technologies and continue to be a voice within the Galaxy.

The Centrimate has named the New Colony founded on Alpha Truix, Hercluxia, and is planning to move the Planetary Governor to head this fledgling colony. Also the Primary Defensive Fleet has been moved to protect the new colony.

Any Brotherhood MILITARY ships will be disabled and boarded on site.

Governor Korian's threat to Q Cubed about his observation post, has brought the Hercluxian Republic to a conflict. Should they support the faction or ignore the threat. Unfortunately, the Parliament including the vote of the Centrimate voted the bill down that would support the left-wing faction that has an "observation post" on Luna, siting reasons that, they did not need a two front war, and were working out a a treaty of peace with the FSD at the time of the incident. "I regretfully retract my statement supporting Q-Cubed, because of our support of oppressed factions, I forgot to think about the conciquences of a two-front war on the New Republic."

This pact is for economic purposes only.

Not military purposes.

I think this is where the conflict between us and the Brotherhood stem from. Again I appeal for peace and state that this is only an economic alliance and that the Brotherhood should not be the only faction to be able to hold economic alliances.

[Centrimate addressing the Parliament]

"An ethical idea was brought to my attention this morning. What if the prospect of a joint Human and Hercluxian ship-design program were discussed? This was made to my attention by the Second Centrimate. I believe that a Joint-Venture of designing a starship with both Hercluxian and Human technologies holds intense value and should be pursued."

[Later on that day, Centrimate is drawing up plans to contact the FRK with this decree.]

"To the JT 3, leader of the Federation of Research and Knowledge, I propose a joint ship design program between you and the Hercluxian Republic. All technologies will be shared pending compliance with the treaty." Also........[interupted]

"Centrimate, I have a Achean BattleCruiser with orders to contact us, pathing through now."

ACHEANS: "Ah, Centrimate, how are you."

"Make it quick, I haven't all day"

"We wish to inform you of the news regime's plans, for we are loyal to the old emperor. They are sending a large fleet to Alpha Truix to secure the planet to use as a base to destroy the humans, then they are proposing to turn their guns on you. We also....[suddenly shutsoff]

"The Battlecruiser has just.......EXPLODED."
says the assistant.

[Announcement to all Hercluxians]

"After many years of friendship, the Acheans have decided to attack our new Colony to secure a foothold in our space, so they can strike at the Humans. As of this moment, we are officialy declaring vendetta upon the Acheans, and are contacting the Humans about possible joint ship-building programs and military alliances. I order that all Hercluxian Fleets attack any Achean craft, even civilian, and board them."

Warden Q Cubed has made a statement today regarding the nation's small embassy on Luna.

"It appears that we have little support in this universe. It does not matter. While we do not wish to provoke a war with the FSD, there is little choice in the matter. We have set up this embassy to enable both our nations to facilitate the exchange information, the crux of our modern society, President Korian appears to not want such an exchange. This loss of exchange would be a tragic loss to both nations, as I feel that we would all have much to gain from each other."

The Warden went on to discuss what he would do in the event of an armed conflict:

"It has also been brought to my attention that President Korian is in a hawkish mood, seeming to want to start a fight. While I have every confidence in our nation's capacity to defend itself, I will refuse to press his attack, if it should ever come, back into his space. Simply put, my citizens, we will not attack him, nor will we capture his bases. We will only defend what is ours, and take back what is ours."

The next part of his speech was his proposal for an alternative:

"President Korian, I know that idNN is broadcast from our observation post on Luna. I know that it is very possible that you are hearing this now. I ask you to consider an alternative: if you so desire the territory that the outpost is on to prevent the war, all 1.15 square kilometers of it, I am prepared to offer it to you on the following condition. You will offer approximately 0.025 square kilometers of surface space in order for us to construct a observation station in your space, no larger than our other comparable stations of this type, such as L5. It will, however, in a sense also be a space elevator, tethered to Luna, but will not extend its territory any farther than necessary to maintain safe docking protocols. It is my hope that this offer will defuse the tense situation that you seem to have made of it."

His final part of his speech follows:

"To AoYos, and the Hercluxian Republic. You chose the FSD over our faction; any lesser nation would be angered over that abrupt switch on policy. However, I, and the rest of the Dominion, are not. It is irrelevant in any case. You have nothing to fear from the Imperial Dominion or from G.O.D. We seek not to exert our strength over other nations, but to maintain peace and tranquility in our seclusion from the rest of the world. We are pacifists, but do not take this as a sign of weakness, for we will zealously defend our territory."

We are not establishing a base on Alpha Triux. We are setting up an embassy just outside your space, in neutral territory.

This issue is about spying? Hmm...since you haven't even responded to my offer of opening an embassy on Station L6, from which you could run your own spying, I fail to see the point.

I am not spying on your faction in the sense you wish to take it in.

I am observing your faction, to see whether the information I collect on you, such as your military strength, ecnomic strength, and technological strength should prove worriesome to my nation.

Concievably, I could obtain this information through the published Firaxis Datalinks, but that would be secondhand information. I don't know about you, but I prefer to get my information from the source.

That embassy is also there as well to serve as a limited cultural, technological, and economic exchange node, and a means of communication by which we could defuse situations such as these easier. Now, if you don't want something like this, I'll withdraw. Just remember, you won't be able to set up an embassy in my territory, and we won't have a very reliable means of communication either.

If you want that land, I'll give it to you. If you want information that I gather on other nations, I'll give that to you too, under certain conditions. And, if you want information I gather on your nation, you can have that too...all you have to do is look for the Firaxis Datalinks, or look inside your own government.

Finally, I don't see why this is bothering you so much. Perhaps this issue is on spying. What would I have to gain from spying on you? Nothing of tangible benefit, seeing as we are almost equal. Nothing of economic benefit, because what I gain from you doesn't go to another faction. What we learn we keep. We don't give it out, and we don't trade information. Nothing of any other benefit either, unless you are planning to attack me. Then, I'll know your approximate military strength, and possibly where you focus most of your war efforts from. That is nothing more than smart military maneuvers. However, I am not a hawk. I do not wish to quarrel with you.
