They seem reasonably balanced. They might be slightly on the weak side because of the -1 economy, but it's hard to tell if the other pluses would offset it. Do you want this faction posted on The Arrival (http://ac.strategy-gaming.com)? I'm sure other people will want to see it.

As has been said many, many times before -1 Economy is a total joke. The entire effect of -1 Economy is -1 energy at your HQ.
So with -1 Economy your faction will generate ONE less energy point than a faction perfectly equal to you. Whopdee doo.
That leaves us with -2 Probe. Which I, personally, do not think compensates for +1 Morale, +2 Planet and a free Rec Commons.
Ante-up the Economy hit to -2 or just forget about it and try something else.

No, it makes it hard to get to the vital +2 Economy.
