My cities have blue outsides, does anyone know what to do?

I think you'll have to edit the pcx file, unless you don't have any for that faction, at which point the game is picking a pcx at random for you to use.

no, I edited the pcx file, but now it is messed up! I wanted a different face, and different cities. Now the cities have a blue box around them.
