This is a faction I have created based on the D'Haran from Terry Goodkind's the sword of truth series. I haven't tested it yet so bear that in mind.

I'll just say a +3 to research is overboard, +2 is a lot, 3 is far to unbalancing. That and you have how many bonuses vs how many minuses?

To give some constructive critism, I would suggest toning down the Research bonus and the morale or support bonus.

I had to eliminate the morale and support bonuses as well as the economy negative and as suggested toned down the research bonus to +2. New comments?

Nope...still unbalanced...think about it for a second. You're basically taking the University and trading +2 Planet (BIG Help) for -1 Police. Hell, when you get asthetic virtues, there goes the police modifier. Toss out -1 police, add -1 Economy, and you may have something.
