How many people think Plannned Economics IS HORRIBLE?

Playing with the Hive it's ingenious... but that's playing with the Hive
Perhaps using it with the gaians isn't so bad, Democracy + Planned + Research gives +2 efficiency still.

I use it in the early game before I get free market with most factions. The efficiency hit isn't a big hit early on and the industry bonus allows you to build the early sp's faster. By mid game though it is worthless.

I thought that Planned sole purpose beyond the Hive was for the +2 growth in order to Pop Boom. Thus Planned is very important in mid game get the +6 growth needed to pop boom. (how often do you pop boom early on?).
Thus planned seems to be usefull in special cases : HIVE, quick building SP, pop booming, and when you can't/don't want to use green or FM and efficiency isnt bad.

Planned is a great choice, except when combined with Police State. Especially in early to mid-game, when production is more important than energy.
