Say you're at war with the Spartans. The Hive is on the other side of them. The Hive is also at war with them, and is Pacted to you. Sparta Command is very close to the Hive, and they are attacking it even though you told them not to. You rush lots of units over, and finally manage to grab Sparta Command and the secret project they have there. How do you get the Hive to stop attacking the Spartans while you're also at war with them? You can't ask them to call off their Vendetta against your "friend" when you are at war with the Spartans as well, so how do you do it?

try to make peace with the Spartans, then ask the Hive to make peace then when you are reay, break your treaty with Santiago and conquer her.
