A base's production radius extends 2 squares from the base in each direction and the dotted line is the base's territory of control, correct? Is it better to build boreholes anywhere outside the 2 square radius or outside the dotted line? Either way seems to attract mindworms for me. Thanks for any advice!

If you are extracting minerals from the boreholes any excessive mineral production will cause mindworms either way.

The dotted line is your FACTION'S territory. It is not bas e specific except in situations where you have an isolated base.
Krushala is both right and wrong. The minerals you extract from a borehole will indeed be applied to the base tht extracts them for the purpose of ecodamage due to excessive mineral production. However, there is also an ecodamage component from tile improvements( this is the kind that gets mitigated by treefarms, hybrid forests, maybe centauri preserves. Placing the mine or borehole or mirror or condensor outside a base's range escapes this component.
I believe the corralary (sp) is also true. That is, if you place such an improvement in a square that is shared by two or more bases, that it applies to the terraforming component of ecodamage for each.

theres an option to show the base production radius (map options i think). you can also toggle map square lines, visible waypoints, visible unit move lines, fog of war (good to see holes in your sensor range)and so on.
