i found out that you can starve a base that belongs to antother faction. Just go into faction profile and look at the screen that shows the citizens of the bases, then click on them to change them into anything you want. heehee!

What patch version are you using? I know that there were lots of unintended cheats you could do to the AI when you had an infiltrator, but I believe most of them were removed by the 4.0 patch...
