Hey, I am a relatively new SMAC player, and I have been having trouble giving cities to AI factions. When I try to give a city as a gift to a pact bro/sis, I get an incomplete list of my cities, and can't scroll down because there is no scroll bar. Is this a glitch, or has anyone else encountered this problem.

This is a bug in v2.0. You can still highlight a base and use the arrow keys to scroll down the list. I would suggest downloading the enhancements (patches) to fix this. v4.0 is now available.
