The important thing is to build the SPs that give the 100% labs bonus - ones supercollider, I cant remember the other. Merchant exchange is also useful. So build these at the same base (often I use my HQ), raise it as high as possible, lots of solar collectors, lots of echelon mirrors, lots of supply crawlers. All the facilities that boost energy/labs. Ideally get the city into a golden age. Make sure you've got +2 economy to get the all important +1 energy/square.

I think thats everything.

Rivers - make lots of rivers there as well.

Special projects for a tech city if possible:
Merchant Exchange
Supercollider
Theory of Everything
Network Backbone
Space Elevator

Facilities: Energy bank, biology lab, network node, research hopital, fusion lab, quantum lab, nanohospital

Construct lots of solar collectors and raise land to 3000+ if possible. Use echelon mirrors to furthur boost energy production. Use supply crawlers to furthur boost energy production.
