Here's what I did to my vassal recently:
(Gaians/huge/librarian)The UoP had surrendered with a fair number of bases after I started to make a push in their center. I took the surrender (even though they had no techs for me) because I wanted to concentrate on the Hive. After killing the Hive, I wanted the UoP out of my area, so I decided to try Total Thought Control with probes. After losing two consecutive Elite probes despite seeing 75/67 odds, I figured that wouldn't work (bug or feature?), so I contacted him & asked to buy the bases.
Each size 4-7 base cost 180-450 credits (cheap!). After all was done, I had bought every UoP base except HQ for about 1900 credits. Then I figured I'd declare war & take the base, but on a whim, I called my buddy Zak & demanded $$ or I'd crush him. He gave me all my money back! I was so amused I let him live.
It felt like cheating. I think the real problem is that the AI doesn't value its bases highly enough. After I bought all the bases, of course he had to knuckle under to my extortion...
