toggle governors on and off different modes.. confuse him.. go back to the governor mode that might consider the new unit you want to make.. change the unit under production.. and you guv'nor stops moaning and lets you do it for free..

Wouldn't that be considered a bug?? I don't mind losing the extra minerals or whatever.
