I cant terraform up in my new game,
do i need a special technology?

You need Environmental Economics to be able to Raise and Lower Terrain.
Or, build the Weather Paradigm Special Project (for which you need Centauri Ecology)
As discussed elsewhere this is an excellent early SP as you can do several Terraform options before you get the required Tech, and it increases Terraform rates by 50%.
