I played a game last night where I forwarded a load of units to a sea port where I had transporters waiting ("L" on their status flags). I then set the units to lander "l" but they all sat there on the same spot. I'd expected them to board.
Any help appreciated.

The 'I' key is for drop units (a special ability), not for moving units on board of a transport ship. To get your units boarded, right-click on the ship, choose action, choose load/unload transport. Or, visually more attractive, move the ship to a sea field next to a land field and then let your units just move onto the ship.

Sorry : the units were set to board using "L". Why didn't they board?

So you had a transport (on hold?) in a city and the troops you move in didn't load when you pressed "L"? Or maybe the transport was on sleep ("L"), was it so? I recall that units will board a transport on hold, but I've never tried with one on sleep. Activate the transport and maybe move it out and back in to the city. (So a sleeping transport will not be loaded, is that the lesson?)
