1) I have the lastest version and noticed during my first hotseat game that changing build orders will cause you to lose %50 of the build to retool. But this doesn't seem to happen during single player games, at least I have never seen it. Am I missing something?
2) Is there a way during hotseat to not get that screen in between each turn where it asks for a password?

The penalty applies when you reach higher levels of difficulty at single-player games.

Specifically, it happens at Talent Level (3) and above. Likewise Prototype costs are not counted below Talent, nor are costs of changing Social Engineering incurred on Citizen.
