I was wondering how can you keep your city territories at max, when suddenly some other faction founds a base right next to the city. I find this rather irritating especially when I've just found a great place for a city. Is there any way than destroying the enemy base to claim your territory as your own?

You have to attack the city till its yours,bribe it from the owner for peace, money, ect, probe it (mind control) it to your possestion (SP?). Those are the only ways to do that,that i can think of.
