It's not that hard really. just say play Builder till you have all techs, conquer all bases except one (so that you don't win) don't accept his surrender!, then build up the ~60 bases you have conquered using Cloning Vats/and the Eudamonic SE (the drones never riot), and orbital things (they double your base sizes) set all the bases to build, and do allow the governor only to buil d buildings (If you like, allow formers to, and activate "set units to automate") and then wait 100 turns, and you have a savegme like this one  |
