I'm dying to know why there is no "Declare War" option in diplomacy. Other factions can do it to me, why can't I do it to them?!? This is really pissing me off. I want to be able to get out of treaties and go to war with out just attacking them! Am I just missing something? Someone explain!

Uncertain, and not in a position to look it up, but I think you right click on the comms/fraction of your choice and choose vendetta.
Not tried it myself because I'm such a peaceful chap (and anyway it is easy enough to provoke them.
