BUG: When you're dragged from one city to another because of warnings (drone riots, golden age begins, etc), you cannot `hurry' production at more than once city, because the game mistakenly gives the message about only hurrying once per city per turn.
Feature Request: It would be exceedingly useful if you could sort the bases in the F4 screen by production / population / research / environmental damage / etc.

You can. Click the "best bases" button, and you will get a list of the top bases in a number of categories, including minerals, energy, food, infrastructure, happiness, etc. Click on any of these "best bases", and the main F4 list will rearrange itself according to that criterion.
