I have two questions. Firstable do Talents act as anything more than Happy People in Civilization II, the manual says they are the "intellectual elite", so you would suppose they'd generate research. And secondly, can you in any way provocate a submissive allied to declare war, because it seems that your Integrity cannot be improved,
like it could in Civilization II?
