I know, it is hard to believe but I have a actual game question. A nice break from the typical arguments I have been seeing.
Okay, here it is. When do you see the special projects movies? Is it only when you make the discovery?

No, it is only when YOU build the project. You don't get it if somebody else builds it, and you don't get the movie just for researching the tech.
Or did you mean building the Project when you said: "Is it only when you make the discovery?". If so, then you're right...
