Ok, so you develop a unit with the x2 Police ability. You have a rating that allows one police. Does the one x2 police unit quell 2 drones?

Yes.
Some more notes about how different policing abilities interact:
If you have +3 Police (double police effects) than each unit with Non-Lethal methods suppresses 3 drones.
If you have +3 Police and Self Aware Colony than the bonus police unit suppresses 2 drones.
