here is an idea I am trying, it is working good.
1. Player 1 takes the first three factions listed.
2. Player 2 takes the second 3 factions.
3. The PKs are both player's mortal enemy(Priority One Target).
these games could be saved early on, and traded between other hot seat pairs, if you end up with a real good one.
