First, what is the best way to end drone riots in a city. I know you need more talents or something, but how. Also how do you make your military units into police units to help with riots?

First Pshyc
In your society screen (Press E from normal view), down the bottom there are three ratings, indicating where your hard earned energy is going. There is economy (your piggy bank), reesearch (the slush fund you use to fund all those unethical scientists) and pshyc. Putting energy into the third category makes your people happier and better educated, turning drones into workers and workers into talents. You can the turn talents into a range of other professions, depending on your research.
Police
On the same screen you have various ratings in, from memory 8 categories. Police is one of these. Before you can have military police you have to have a police rating that allows this. If you do, a certain number of military units in the bases work to quell drones, the number doing so determined by your police rating. Units can be given the special non-lethal weapons which means that this unit counts as two when calculating police effect.
For both of these, varoius facilities and wonders help.

Military units in the home city are automatically used as police. The number depends on your "Police" Social Engineering rating (or whatever it is called).
To create talents, you must increase your psych, or build improvements that decrease Drones.
To increase Psych, up the rating under your Social Engineering, pull people off the land (and into entartaining the populace), or build improvements that increase Psych.
