When I'm looking at the datalinks, how do I tell which tech advances I already have? (E.g., how do I tell if I already have "Doctrine: Mobility"?)

'F2', and look in the lower left corner.

The techs you have already researched have a while title. All of the others have a blue title.
Thus, it's easy to see if anyone you have a pact/infiltrator with has a tech that you want: find it in the tech tree and just click on the faction icons (in the F2 screen) and see if the title turns white for anyone.
