According to the manual, being elected Governor gives you an infiltrator in each of the other factions. I took this to mean that I could access their datalinks, but this doesnt seem to be the case. Am I missing something really obvious, or what is the way to check out those reports?

When you are elected, you have an "infiltrator" in every city of the other factions. So when an enemy city gets captured, there is a message on the bottom of the screen that says "our infiltrators report (name of city) has been captured by (facton)"
Or something like that.
