I don't think lifting the UN charter does anything. If you use a planet buster, everyone still hates, and they still turn against. Lady Deidre turned against when I vetoed to reinstate the charter (she was the second most powerful faction). I think that vetoing to reinstate the charter shouldn't get anyone upset, since I am the planetary government. I couldv'e won the game earlier, if it wasn't for her. Luckily I had a clean gravitron deathspere lying around  and I quickly took care of that problem.
