I remember in the demo and option in diplomacy where you say something like "I need your vote on an upcoming blah blah blah..." Then you give them money and they vote you way at the next council meeting. What happened to that option? I did not see it when I played. In my game there is not governor yet is this why?

Do you have contact with all the other factions? The Planetary Council isn't an option until you do, and that may be why that diplomacy option isn't available.

Yup I had contact w/ three others.
Have you seen the option while in diplomacy?

You need to have contact with _all_ the other existing factions to summon the Council, so you probably can't buy votes until you do.
