What are the prerequisite qualifications to be eligible for Planetary Governor?

In the Council, the two players with the highest vote counts are nominated for Planetary Governor. The vote count of a player is calculated as the sum total of the sizes of all his or her bases.
Of all the votes cast, you just need a simple majority to be elected.
And, In case you are interested you need 3/4 of all the votes to be elected Supreme Leader for a Diplomatic Victory. Personally, I only play games for Conquest or Trancendence Victories
