I found something out yesterday playing SMAC....
Hercules(B) always start perilion on 2190
Sunpots always start on 2201
Another events always happen between 2220 and 2235.
Is this a common experience on your games or is my game going into a continous loop..

Those events in reality are not random so it would make sense if they happen on the same year. I found random events that are random but seem to depend on you. I got a message that a bio lab in a base discovered a special bacteria, so that base would get +1 nutrients in every square for ten turns: A random event that depends on having bio labs .
