So, y'see, I'm trying to make this Custom Faction of mine as complete as possible, even down to having a cool sound file that plays its quote. But I've been having problems with the MP3 format. I found a free online encoder, and I was able to change my .wav file to .mp3. This actually works inasmuchas the game now plays that file when you select the custom faction. However, it plays really really slow. I tried re-encoding the /mp3 at the lowest data rate possible, but it's still glacial. Does anybody a) know the specs that the game faction's MP3s use, and b) know a shareware or free downloadable encoder that can match those specs? (I don't want to buy an MP3 thingy just to do this one thing).

Bad Ex: The spec of the in-game MP3s is 64Kbps, 22Khz, Mono, as far as I can tell.
