The Klingon civil war is by definition an internal matter of the empire... uhmm... sorry, wrong episode.

No wonder the Klingon Wall Street is one of the busiest financial places in the Alpha-quadrant.

The rules of acquisition ARE Ferengi. The whole thing is a joke from one of the DS9-episodes.
