Spoe, Spoe, Spoe.... The Constant Party party believes that everything shold be a party, ergo the name "Constant (referring to the unending nature of everything) Party (referring to what is being declared unending, in this case partying)" party (referring to the fact that this is a political group). Does that answer your question?
