Two things come to mind. The first is that the game can't switch to a resolution it needs (800x600 or 1024x768). Try manually setting your desktop to one of these resolutions to eliminate the potential. The other possible cause is that you don't have directx drivers installed for your hardware. Download DX 6.1 from www.microsoft.com/directx and install it.

If DirectX 6.1 isn't on the hard drive wouldn't I be notified? If not, why not and ~please~ fix it.

I'm not sure what you mean. Did you download and install DX 6.1? There wouldn't be any notification from the game, if that's what you're talking about.
