When I don't let the Confirm Quit quote of "Please Don't Go. The Drones need you. They look up to you." finish, SMAC won't release all of its resources. I have to reboot to regain them. Sometimes, the game doesn't even SAY the confirm Quit quote, and in those cases, it acts as if I didn't allow the sound bite to finish playing.

Please look into this and fix it if possible. Its nasty having to reboot after playing SMAC just to recover full resources. I don't have that problem with most of my other recent new games.
