I can't seem to raise terrain past just above sea level. I would assume that left clicking multiple times would raise the terrain further, but it doesn't work for me... I can click one to raise the terrain to the first elevation level, and then right click to lower it back to sea level, but that's all. Is it a bug, or am I missing something?

Ctrl-Left-Clicking works for me to raise terrain past sea level.

Ctrl-Shift-Left-Dragging will paint sea level squares that you can later raise with Ctrl-Left-Click.

I did not think to try control-clicking, just plain old left & right clicking seemed to work fine for me in all the other modes. I will give it a try, thanks very much.
