I thought I read somewhere that the Borehole Cluster was not supposed to add to ecodamage. Is this true? If it is it doesn't work, I got ecodamage from the cluster when playing as the Believers, maybe the - planet rating has something to do with this. Any thoughts?

I don't know whether the Borehole Cluster will contribute to Eco Damage as a terraformed enhancement. I'd have to re-read the README file or check in the Scenario Editor.
Maybe it is the high number of minerals that you are getting from the cluster that is leading to the Eco Damage? This will happen even if you get no E.D. from the terraforming.
