According to manual commnad "Construct Road to" should show me list of bases. Unfortunately instead of this my mouse cursor disappears. I can't do anything until I press Escape.
Commnad "Locate Base" works fine.
Patch3, Win98, P166 64MB, Mouse Logitech Pilot, Graphics Tseng ET6000

Which version of the game do you have? In one of the patches, it changes that command so that instead of showing the list, the cursor changes to a pointer and you can mark any square with it for the former to build a road to. (Personally I like the old system better.) Hopefully the problem is that simple.
