Hi,
I am using a mouse with an additional wheel
(like MS Intelli Mouse). Is there any way
to use it in AC for scrolling (menus or cards) ?

Not until Firaxis implements support for it.
The wheel works automatically in some applications, but only if that application uses standard Windows scrollbars, which SMAC doesn't.
It could be nice though
