I'm using an ATI Rage II based card and I
also can't get the videos to play properly
inside the game while playuv15.exe works fine.
While the video drivers are possibly the source of the problem, one has to consider the fact that many other games with in-game videos work fine. I'm willing to bet it has more to do with the code to play the proprietary .wve movie files.

It has been said to me to upgrade the drivers for that particular type of card (I have a 3D Rage II myself). The latest drivers for that card from ATI are from last July and there have been problems associated with it.
I have found that turning the hardware acceleration for the card down a couple notches from the top will allow the movies to play without a hitch.
