I've managed to get the Planetary Datalinks about 90% of the games I've played since I bfirst got the game a two weeks ago. I have never been able to use them. How the hell is this secret project used? It's supposed to make it so that if any 3 other factions discover technologies, I get them too, right? So why is it that the University is has neural grafting, for example, while I do not? Am I not allowed to choose the 3 factions? And if so, how? Is this just a bug? (If not, it must be giving me all the technology that the 3 WEAKEST factions have - ie, nothing I don't have already).

The Planetary Datalinks are IMHO one of the least useful SPs. As you realize in the last couple of sentences of your post, it only gives you a free tech if 3 other factions have discovered that particular tech. For example; You have not yet discovered High Energy Chemistry, if Zakharov and Yang have it you get...nothing.
Now, if Miriam buys, extorts, probes, trades or discovers it, then and only then do you get this one tech...High Energy Chemistry.
As I am usually close to the front of the pack in the tech race, I usually don't bother except to deny it to someone else. However, if Zakharov is building it, I'll let him have it lest he transfer his SP production to a project that I want!
