I think this is a bug, at least...
I keep getting the cluster interlude (only once per game, though) which certainly looks as if I have discovered this structure.
However, in none of these cases have I found it, or has it become visible in my map...
Not a serious bug, but something that should be fixable...

It happened to me too.
The interlude for the Borehole cluster appeared and olny later in the game did I actually find the structures.
However, I have also seen it working all right.

The Borehole Cluster message arrives when ANY faction discovers the Borehole Cluster. That is why sometimes you get it when you find the Cluster and sometimes you get it when you've never seen it.
