I had about 25 super formers in a game on a tiny planet. I began setting them to fully automated. At one point I noticed that about 5 or 6 of them are going to some point in enemy (actually faction with treaty) territory to some square with fungus. I'm still playing the game so if Firaxis is interested I can provide them with the file. It happens EVERY time I fully automate a few formers.

The fully automated formers were dutifully going about their business, they wanted to eradicate fungus that was detected. Noncombat units do not raise a stink with a treaty faction, hence, they just chug away. |

Makes sense. But why waste time going to a square half-way accross the map to modify a squre you can't even use. And more importantly - improve a square used by my #1 competition. The AI should have some routine which prevents it from going into other's territory. |

Now, that's not the spirit. What you should be thinking is "hmmm... that square will be mine in 20 turns..." |
