Okay, I have seen this problem reported by others, but it didn't happen to me until I reinstalled, and repatched SMAC after rebuilding Windows. Shift-Control commands are ignored by SMAC. I believe that they are being passed to windows, because S-C-m seems to cause ICQ to pop up. This problem still existed after I installed the 3.0 patch.
Anyhow, I discovered that the S-C commands would work if the Caps Lock was on. So to autobuild mines, road and farm, I would turn on Caps, then press Shift-Control-m, and it would work!
After a while, I forgot to turn on Caps, and the S-C command worked anyhow. Now, the commands sometimes work right from when I first start the game, and sometimes after I use the Caps work-around for a while, things start working right.
Oh yes, many of my other problems have been fixed too, like the autoplay and the autoroad building. Formers seem to have ai now too, which is very nice. All in all, I'm quite happy with v 3

Oops, forgot that HTML is active now. Shouldn't have surrounded shift and ctrl with < and > signs in the title.
