I transfered a couple of air units to a human player who was my pact brother and the units he received where amphibious infantry. Is there some reason for this or is it a bug??

It's because he didn't have any free slots in his unit list. It'd tries to find a suitable replacement, but if he didn't have anything close, it pretty much goes wild. Not having the requisite tech will also trigger this translation.
