I am playing the game as Morgan and When one of my ocean citys reaches 11 it tells me I need to build a hab complex. This is paticuly
confusing as I have to build one to get past
a pop of 4 and I can only build one?

Size 11 is the size the Morganite cities get when they need to build a hab *dome*. It's easy to get the two confused.
